Selling to Mayo? A Minnesota Business Plan Writer Can Help
Health care drives much of Minnesota’s economy: the medical device firms of Medical Alley in the Twin Cities, Mayo Clinic in Rochester and Essentia Health in Duluth. Those systems check vendors closely and pay on their own schedule. Dr. Paul’s plan proves to a lender that you can pass their checks and wait out their payment terms.

How Dr. Paul Helps
Getting a Minnesota Vendor Plan Through Review
Health systems pay well and pay slowly. Your plan has to prove you can handle both.
- State programs your bank can add. The Minnesota Department of Employment and Economic Development (DEED) runs the Minnesota Loan Guarantee, Small Business Loan Participation and Automation Loan Participation programs with private lenders. Your plan names the program and shows the bank the cash flow it will underwrite.
- Vendor demand sized off real buyers. Medical Alley device makers and Mayo Clinic buy on their own terms. Your plan shows which firms or departments you can reach and how much they could order.
- The payment wait, built into cash. Long hospital payment cycles go into the monthly cash forecast, so the lender sees how payroll gets covered while invoices age.
- City loans split from the bank piece. A Minneapolis Two Percent Loan or a Duluth 1200 Fund request sits on its own line beside the bank loan, so each lender sees its share and its payment.
- The name filing on the checklist. Trading under a name other than your legal one? The Certificate of Assumed Name and the legal newspaper notice both go into the startup budget.
Ask a Minnesota banker about a health care contract and the first question is when the hospital pays. Long payment terms can drain cash from a vendor that is winning work. Dr. Paul builds the payment wait into every month of the forecast, so the answer is already on the page when the banker asks.

City Spotlight
Where Minnesota Buyers and Visitors Come From
Mayo patients in Rochester, Carnival crowds in St. Paul, lake visitors in Duluth and a city loan in Minneapolis. Each city below puts its own question to your plan.
| City | What Drives Demand | The Plan Question |
|---|---|---|
| Minneapolis | Medical Alley device makers, downtown banks and insurers, North Loop diners | How to split the Two Percent Loan and the bank? |
| St. Paul | Winter Carnival crowds, Capitol workers, Saints fans at CHS Field | Can Carnival days carry a winter? |
| Rochester | Mayo Clinic patients and families, Olmsted Medical Center, IBM | How many visitors can one shop serve? |
| Duluth | Canal Park visitors, Grandma’s Marathon, Essentia Health | How big is the 1200 Fund piece? |
The City of Minneapolis Two Percent Loan pairs with a private bank loan to pay for building improvements and equipment, anywhere from the North Loop to Northeast.
“How do I split a Minneapolis build-out between the Two Percent Loan and my bank?”
The Plan FixPut the eligible improvements and equipment on the Two Percent Loan and match it with the bank’s share. Then price the North Loop or Northeast lease and every piece of equipment line by line.
The Saint Paul Winter Carnival puts ice sculptures in Rice Park and torchlight parades downtown, bringing crowds to Lowertown in the coldest stretch of the year.
“Can a Lowertown restaurant lean on Winter Carnival crowds?”
The Plan FixStaff the ten Carnival days around the Rice Park events. In ordinary weeks, count on Capitol office lunches, Saints games at CHS Field, the St. Paul Farmers Market, Union Depot traffic and the people living in Lowertown’s lofts.
Patients and families travel to Mayo year-round, and Destination Medical Center is built to grow that flow around Discovery Square and Peace Plaza.
“How do I size demand for a Rochester business serving Mayo patients and families?”
The Plan FixCount visitor stays from Mayo patient flow, check skyway and subway level foot traffic near Peace Plaza, and review the numbers with the Southeast Minnesota SBDC, hosted by Rochester Area Economic Development, Inc.
The Duluth 1200 Fund makes low-interest start-up loans that fill the gaps banks leave, for owners anywhere from Canal Park to Lincoln Park.
“Can a Duluth startup use the 1200 Fund alongside a bank loan?”
The Plan FixAsk the 1200 Fund for the gap piece only. Show summer Canal Park traffic and Grandma’s Marathon weekend in June, then run a February month on Lincoln Park and Miller Hill sales alone to prove both loans still get paid.
Expanding next door? The plan math shifts by state, so compare the pages for Wisconsin, Iowa, and North Dakota.

Where Minnesota Plans Land After the Bank
A Minnesota loan often has more than one funder at the table. Here is what each of them looks for.
SBA Minnesota District Office
One district covers the whole state, from the Twin Cities to the Northland.
DEED’s Credit Programs
The Minnesota Loan Guarantee, Small Business Loan Participation, Automation Loan Participation and the Growth Loan Fund, all funded by the federal State Small Business Credit Initiative (SSBCI). The guarantee and participation programs come in through your bank.
Two Percent Loan and the 1200 Fund
Minneapolis matches a bank loan for improvements and equipment. Duluth’s 1200 Fund fills start-up gaps that banks leave.
Minnesota SBDC
Regional centers, including Twin Cities, Southeast and Northeast, plus satellite offices across Greater Minnesota, coordinated by a state office at DEED.
Secretary of State
Minnesota LLCs and corporations register with Business Services and file an annual renewal to stay in good standing. Lenders check that status.
Assumed Name and City Permits
Operating under any name besides your legal one means filing a Certificate of Assumed Name and publishing a notice in a qualified legal newspaper. Ask your city which trade permits apply before opening day.
