Business Plans, From a Consultant
Need a Business Plan in Kissimmee?
Who reads your Kissimmee plan first: a lender, a landlord, or nobody at all? Your crew and your kitchen already run fine, so the paper side is where Dr. Paul coaches you, until you can defend every number yourself.
You need a business plan in Kissimmee the moment anyone else's money or signature is involved. A lender wants proof you can repay. A landlord wants proof you will last the lease. An investor wants proof the money grows. And when nobody is asking, the plan is how you find the problem before it finds you. Dr. Paul has helped 1,000+ owners build plans that got read, with $100M+ in projects funded.

What They Actually Read
What Lenders, Landlords, and Investors Look For in Your Plan
Most owners write one plan for everyone. Each reader skips straight to a different page. Know which page, and you know what to fix first.
| Reader | Turns to first | What makes them say no |
|---|---|---|
| The lender | The funding request and the cash flow projections. | Loan payments that only work if every month is a good month. None of your own money in the deal. |
| The landlord | Your projected sales and your experience in the trade. | Rent that eats too much of projected sales. No cash cushion if opening day slips. |
| The investor | The market analysis and how they get paid back. | A huge market number with no plan to win a small, real piece of it. |
| You | Break-even and the first twelve months of cash. | Nothing. That is the problem. Nobody stops you from signing. |
The SBA lists the parts of a traditional plan: executive summary, company description, market analysis, organization and management, service or product line, marketing and sales, funding request, and financial projections. It says lenders and investors commonly ask for that format, with projections that look out five years.

That list is the outline. What gets you a yes is whether the numbers in the last two sections agree with the story in the first six. A lender reads the story, then checks the math. If they disagree, the math wins.

Dr. Paul's Insight: A Vision Is Not a Plan
"When will the ground floor be poured?"
"When the plans are finished."
"When will the plans be finished?"
"When I've settled the design for Resort Two." She waved her trunk at the ridge. "It affects the road."
"Who is building it?"
"I haven't chosen. I've talked to everyone."
"How many coins have the investors put in?"
Veronica told him. It was a lot.
"And how many have been spent on building?"
Dr. Paul's take: Veronica could describe every room. She could not name a builder or a date. That is the plan a lender sends back. Lenders do not fund pictures. They fund a sequence: what gets built first, who builds it, what it costs, and when the first dollar comes back.
The idea feels finished because it is clear in your head. Then a Kissimmee loan officer asks Doctor Owl's questions, and the answers are not on the page. Put them there first. Fixing a plan costs nothing. Fixing a lease costs plenty.
The Kissimmee Reality
What Your Kissimmee Plan Should Already Account For
A landlord will ask when you open. Your plan should know, because the City of Kissimmee and Osceola County each want something from you first.
- 1Before you signConfirm you are inside city limits
The city says businesses inside Kissimmee city limits need both a City of Kissimmee and an Osceola County business tax receipt, and the city receipt is required before you open.
- 2During build-outPass review and the fire inspection
The city reviews your application against its standards. Then you install any required improvements and pass an inspection with the Kissimmee Fire Department. Put those improvements in the build-out line of your plan, not under "miscellaneous."
- 3Before opening dayGet the county receipt
Osceola County asks for zoning, environmental health, and building approvals. Its posted zoning permit fee is $100 for a home-based business and $478 for a commercial location.
- 4Every yearMark September 30
City receipts expire September 30, and the county renews on the same cycle, with a late penalty that grows each month. Put it on the plan's calendar.
- 5If you open downtownAsk Kissimmee Main Street first
The city says the New Business Assistance Grant lets new Main Street district businesses pay the Kissimmee Utility Authority deposit over twenty-four months and reimburses the first $500 of advertising in the first ninety days. That could lower the cash you need on opening day, so ask before you size the loan.

When Nobody Is Asking
Four Myths That Keep Owners From Writing a Plan
No lender? No landlord? You still need the plan.
That is the job of a plan when nobody is asking: a yardstick. Every month you hold real sales up against it and see which assumption broke. Owners who do that catch a slow season early. Owners who don't find out from the bank balance. It is the Plan step in Dr. Paul's Organize-Plan-Grow™ Strategy.
Kissimmee Cash Flow
A Kissimmee Business Plan Has to Show the Tourist Swing
A lender reads your cash flow projections first. In Osceola County, those numbers should reflect who actually drives the local economy.
Sources: Experience Kissimmee, tourism economic impact release, April 2024; Spectrum News 13, December 2025.
What that means for your plan: if a big share of your customers work in tourism or visit as tourists, your sales could rise and fall with the travel calendar. A plan that shows the same sales every month will not survive a Kissimmee loan officer. Show the slow months. Show the cash you hold to get through them.
And name your real customer. With vacation homes carrying 70 percent of the tourist tax in a recent month, a cleaning, pool, landscaping, or repair business may be selling to property managers, not to visitors. That changes your market analysis, your pricing, and who you call first.
