How Dr. Paul Helps California Owners Budget for Their Own Block

California is several economies sharing one state line. A plan that borrows the statewide average is wrong for almost every city in it.

  • Payroll built on the local wage. Los Angeles, San Diego, San Francisco and San Jose each set a local minimum wage higher than California’s, and some industries carry their own rates. Your labor budget uses the one that applies to you.
  • A request guarantee lenders can use. The California Infrastructure and Economic Development Bank (IBank) runs its Small Business Loan Guarantee Program through partner lenders, with backing from the federal State Small Business Credit Initiative (SSBCI). Dr. Paul frames the request so your lender has a clean file to submit.
  • Licenses on the launch calendar. A trade startup needs its Contractors State License Board license and its bizfile Online entity filing lined up before signing a lease. Both go on the timeline up front.
  • The right SBA district office. California splits SBA work across several district offices. Santa Ana covers Orange County and the Inland Empire, and Fresno covers much of the Central Valley, so the plan goes to the right lender network.
  • Price math you can learn first. Before you set a menu or a rate card, Dr. Paul’s pricing guide shows how to build a price up from your own rent and wages.
Dr. Paul’s Insight

California plans rarely fail on the idea. They fail on the address. An owner prices a San Jose lease off a Sacramento rent survey, or builds Los Angeles payroll on the state minimum, and the lender spots the gap on the first pass. Dr. Paul’s view is simple: pick the street, then price the street.

California City by City: The Cost Behind Each Plan

A Koreatown kitchen and a Fresno truck yard do not share a rent line, a wage line or a busy month. Each city below puts a different question on the table before any lender reads the numbers.

CityWhat Drives DemandThe Plan Question
Los AngelesWestside studios and offices, Hollywood visitors, LA28 vendor workBid pipeline or booked revenue?
San DiegoNaval Base San Diego, North Island, MCAS Miramar, Sorrento Valley labsHow much gate time goes in a bid?

SacramentoState Fair crowds at Cal Expo, state offices near the Capitol, Midtown eventsWhat fills July once the fair moves?
FresnoAlmond, pistachio and grape harvests, Highway 99 packing housesHow many trucks for harvest?
IrvineYoung families in the Great Park neighborhoods, UC Irvine staffWhich parcel allows child care?
Los AngelesEvent

LA28 has published a procurement strategy aimed at local and small businesses, plus a Local Authentic program for small food businesses. LA County’s Path to 2028 effort helps firms from DTLA to Hollywood get ready to bid.

“Can a Koreatown catering company plan around LA28 contracts?”

The Plan FixCarry LA28 work as a bid pipeline, not booked revenue. Keep Westside studio and office catering as the base, and show what a second van earns per catering contract before you buy one.

San DiegoIndustry

Ship repair, housing and service contracts flow from Naval Base San Diego along the 5, Naval Air Station North Island in Coronado and MCAS Miramar off the 15.

“Should a Mission Valley cleaning company chase Navy base contracts?”

The Plan FixPrice gate access and badging time into every Miramar and North Island bid. Keep Sorrento Valley lab offices on the weekday route, so losing one base contract never empties the crew schedule.

San FranciscoEvent

Salesforce brings Dreamforce to Moscone Center in SoMa each year. FiDi office crowds and Ferry Building foot traffic carry the rest of the calendar.

“How much can a SoMa coffee bar count on Dreamforce week?”

The Plan FixLog Dreamforce week as a short spike near Moscone Center and build the year on FiDi weekday traffic along Market Street. Ask the Office of Small Business about permit timing before the lease clock starts.

San JoseEvent

Christmas in the Park lights up Plaza de César Chávez from about Thanksgiving weekend to New Year’s Day, next to The Tech Interactive and a short walk from SAP Center.

“Can a Downtown San Jose dessert shop live on Christmas in the Park crowds?”

The Plan FixTreat the Plaza de César Chávez run as roughly five strong weeks. Then find the break-even month using SAP Center game nights and orders from North First Street offices.

SacramentoPlan Question

The California State Fair at Cal Expo is leaving its July slot for a cooler fall run, which moves the summer weeks fair caterers and food vendors have always counted on. Weekday catering for state offices around the California State Capitol and Midtown carries the rest of the year.

“How should a Sacramento caterer who works the State Fair plan once the fair moves to fall?”

The Plan FixHold a cash reserve for the July weeks the fair no longer fills, and add Cal Expo fair dates only once the fall schedule is posted. Build the steady base on weekday catering for state offices along J Street and K Street.

FresnoIndustry

Fresno County’s almond, pistachio and grape harvests feed packing houses strung along Highway 99, and harvest season sets the pace for every truck in the county.

“What should a Fresno trucking startup plan for harvest season?”

The Plan FixLoad the schedule around almond and grape harvest from late summer into fall, and price the empty backhauls up the 99. Retail freight for Clovis and the River Park shops off Blackstone Avenue becomes the steady winter base.

IrvinePlan Question

Zoning and landlord rules around Irvine Spectrum and the Great Park neighborhoods decide where a new child care center can open.

“How do I pick a site for a daycare in Irvine?”

The Plan FixCount toddler households in the Great Park neighborhoods and confirm the zoning allows child care on that exact parcel. Then compare its rent with space closer to UC Irvine faculty housing.

The California Offices That Read Your Plan

California has more reviewers than most states, and each one sits in a different place. Find yours before you settle on a number.

SBA Lending

Six SBA District Offices

Los Angeles, Santa Ana, San Diego, San Francisco, Sacramento and Fresno each serve their own counties. Your county decides which office and lender network you work with.

State Programs

IBank and CalCAP

IBank uses SSBCI funds to back its Small Business Loan Guarantee Program, and the State Treasurer’s office runs CalCAP for participating lenders. Your lender makes the request on your behalf.

City Programs

Sacramento and Los Angeles

Sacramento’s Office of Innovation and Economic Development funds incubators and accelerators that help Sacramento startups. Los Angeles runs BusinessSource Centers with access-to-capital help across the city.

Free Help

Regional SBDC Networks

California’s SBDCs run as regional networks, including Los Angeles at Long Beach City College, Central California led from UC Merced, and San Diego and Imperial led by Southwestern College. Advising is no cost.

Registration

Secretary of State bizfile Online

Corporations, LLCs and partnerships register through the bizfile Online portal. Put the filing ahead of the lease and the bank account on your startup timeline.

Local License

City Licenses and the CSLB

Most California cities issue their own business license, and construction trades also need a Contractors State License Board license before taking work.

Budgeting for Small Businesses

Budgeting for Small Businesses teaches owners to split fixed costs from variable ones, set a monthly budget and check it against real spending. California makes that skill urgent, because the same rent line can hold a Bay Area lease or an Inland Empire warehouse, and only your own budget knows which.

An average is a comfortable place to hide. Build the budget for the ground you will stand on, not the ground the whole forest shares.

California Business Plan Questions

What does a partner lender need from me to request an IBank Small Business Loan Guarantee?
The lender makes the request, not you. IBank works through partner lenders, so your job is to hand that lender a file it can defend. Show who buys from you, what payroll costs at your city’s wage rate, how the loan payment gets covered in your slowest month, and what collateral you can and cannot pledge. Be honest about thin collateral. Covering that gap is the reason a guarantee exists.
Can the template hold different wage rates for a Los Angeles location and a Fresno location?
Yes. Save a separate copy of the template for each location and set each payroll line to that city’s rate. Los Angeles sets its own minimum wage, so the LA copy carries a higher hourly cost. Check whether your Fresno site follows the state rate or a local one, and whether your industry has its own rate. Separate copies let a lender compare the two sites side by side.
Can the Central California SBDC Network at Clovis Community College review a Fresno startup’s projections?
Yes, the Central California SBDC Network has a center at Clovis Community College’s Herndon campus, and its advising is no cost. Projections are a fair thing to bring. Arrive with your startup costs, a monthly sales forecast and your payroll assumptions written down, so the time goes to questions instead of setup. If a lender later asks for the full written plan, Dr. Paul writes that version from the same numbers.
Should my opening schedule allow for San Francisco Office of Small Business permit help?
Yes. The Office of Small Business is San Francisco’s central point of contact for permits, licensing and city programs, so call before you sign a lease. Ask which permits your concept needs and how long each usually takes. Then build that wait into the plan, with rent paid and no sales coming in. A landlord or lender will trust a timeline that admits the delay.
