Two Seasons, One Delaware Plan

Wilmington paychecks land all year. Beach sales land mostly in summer. A Delaware plan has to show a lender how you cover the stretch in between.

  • Demand counted from real employers. The banks, card companies and ChristianaCare above the canal set lunch, service and retail demand. The plan counts the share a business your size can win near Market Street or the Riverfront.
  • A year-round crew, not just summer help. From Rehoboth Avenue shops to Dover stores along DuPont Highway, the staffing plan covers the slow months with the people you keep, not only the seasonal hires.
  • Loan requests built for the lender you apply to. The Division of Small Business runs Delaware’s part of the State Small Business Credit Initiative (SSBCI), a federal program the state runs through lenders, and the Grow Wilmington Fund covers city locations. Each request is written for how that money gets lent.
  • Beach months kept on their own lines. Owners running their own numbers can map a dining room at the beaches in the restaurant template, with summer and off-season months set apart.
  • Free sessions for first-time borrowers. The University of Delaware SBDC runs free sessions for owners still learning to read a loan application, and Dr. Paul’s funding request guide shows what the lender expects to see.
Dr. Paul’s Insight

Delaware plans most often go wrong by averaging the year. A Rehoboth shop that earns most of its money in summer does not have a normal month; the shop has a busy season and a long wait. Dr. Paul writes the off-season out month by month, because that stretch is what a Delaware lender reads twice.

Real work in Delaware: In 2022, Dr. Paul built an investor-ready business plan for a semi-truck company in Delaware.

Help Built Around the Delaware Season You Keep

A Rehoboth gift shop and a Wilmington office supplier keep different calendars. The help below starts from the one your Delaware customers actually keep.

Who Reads a Plan in the First State

Delaware is small enough that the same few offices see most plans. Know the reader before you write the numbers.

SBA Lending

SBA Delaware District Office

The Wilmington office serves all three counties, so SBA lender lists and training come from the same place whether you open in Newark or Lewes.

State Programs

Division of Small Business

The Division runs Delaware’s state-backed loan programs through participating lenders. The lender files the application, and your forecast is what it underwrites.

City Programs

Wilmington and Downtown Dover

Wilmington’s fund, run with the National Development Council, makes SBA-backed loans for city businesses. In Dover, the Downtown Dover Partnership’s Retention Expansion Assistance Program (REAP) helps merchants already open downtown.

Free Help

Delaware SBDC

The University of Delaware hosts the SBDC, which offers free advising and works with the Division of Small Business on state loan support.

Registration

Division of Corporations

Delaware LLCs and corporations are formed through the Division of Corporations in the Department of State. A company formed here for a business run in another state still registers back home.

Local License

One Stop Portal

Delaware’s One Stop portal handles state business licensing. Check with the town where you open as well before you sign a lease.

Three Delaware Towns, Three Different Plan Questions

Delaware is small, but a Wilmington lunch spot, a Dover hotel and a Rehoboth gift shop live on different calendars. Your forecast has to follow the one your customers keep.

CityWhat Drives DemandThe Plan Question
WilmingtonBank and card company offices, ChristianaCare, Riverfront dinersHow big a Grow Wilmington Fund loan?
DoverThe NASCAR weekend each May, Dover Air Force Base, Bayhealth visitorsCan a single race weekend carry a hotel?
Rehoboth BeachSummer crowds on the Boardwalk, Sea Witch weekend in OctoberHow much cash to hold for winter?
WilmingtonFunding Question

The Grow Wilmington Fund is a city partnership with the National Development Council. The fund makes SBA-backed loans to Wilmington small businesses, from Market Street down to the Riverfront.

“How does a Wilmington owner qualify for a Grow Wilmington Fund loan?”

The Plan FixTie Riverfront and Trolley Square sales to the bank, card company and ChristianaCare workers nearby, show the loan fits the SBA guaranty, and size the ask to what the National Development Council will underwrite.

DoverEvent

The NASCAR weekend each May at Dover Motor Speedway fills hotel rooms along Route 13. Dover Air Force Base and Bayhealth keep weekday travel steady the rest of the year.

“Can a Dover hotel lean on the NASCAR weekend at the speedway?”

The Plan FixPrice the NASCAR weekend at race rates, but underwrite the loan on weekday guests visiting Dover Air Force Base and Bayhealth. Race schedules change, so the hotel has to cover its payment on ordinary weeks along Route 13.

Rehoboth BeachEvent

The Sea Witch Festival stretches the season into late October on Rehoboth Avenue and the Boardwalk.

“How much cash should a Rehoboth Beach shop hold after Sea Witch weekend?”

The Plan FixBank summer and Sea Witch weekend receipts into a reserve that covers rent on the Avenue from November through April. Then price your slow-month margins against the outlet stores on Route 1.

Many owners here also serve nearby markets. Dr. Paul covers neighboring Maryland, New Jersey, and Pennsylvania as well.

Marketing for Small Businesses

A Wilmington office worker and a Rehoboth day-tripper buy for different reasons. Picking which one to chase is the first marketing call a Delaware owner makes. The book covers choosing a target customer, setting a price and getting the word out, taught through the owners of the Fabled Forest.

The summer crowd fills the till. The neighbor who stays through the long winter decides whether the door stays open.

Questions Delaware Owners Ask About Their Plans

Does a Delaware LLC formed for a business in Maryland or Pennsylvania still need a home-state plan?
Yes. The LLC can be formed in Delaware, but the business still runs where its customers are. A Maryland or Pennsylvania lender judges the plan on that local market: the competition down the street, local wages, local rent and the licenses you need there. Your company also registers to do business in its home state. Dr. Paul writes the plan around the place you operate, not the place you filed.
What should a Lewes or Rehoboth landlord see before signing a year-round lease with a summer business?
Show the landlord the winter. Beach landlords have watched plenty of summer shops go dark by Thanksgiving, so they read the slow months first. Bring a monthly forecast with the off-season written out, a reserve built from summer and Sea Witch weekend sales, and the year-round residents who keep the register ringing. Add your experience and a buildout budget, and the lease talk gets much shorter.
How does a shop near Dover Air Force Base plan for the months when crews deploy?
Start with which customers actually leave. When crews from the airlift wings deploy, most of their families stay in Dover, so spending shifts more than it vanishes. Compare a past deployment against your sales if you can, then forecast those months from that pattern. Add Bayhealth staff, state workers and DuPont Highway drivers to the customer list, and hold a reserve that matches the dip you measured.
