Business Plan Writer & Consultant
New Jersey Business Plan Writer for the Program You Face
New Jersey funding depends on where you are. Newark owners apply for Invest Newark awards, Jersey City owners for the Jersey City Economic Development Corporation (JCEDC) loan fund, Atlantic City shops for the city’s micro grant, and owners statewide work with lenders in New Jersey Economic Development Authority (NJEDA) programs. Each program scores plans against its own checklist, and Dr. Paul’s plan follows the one you are applying to.
Which program are you applying to? Call or text (321) 948-9588. Dr. Paul answers personally.

New Jersey Programs and Offices That Review Plans
In New Jersey, the city on your lease often decides which program you face. Start here.
SBA New Jersey District Office
Newark houses the SBA’s New Jersey District Office, which serves every county in the state. SBA lender lists and events run through it.
NJEDA
NJEDA puts New Jersey’s share of the State Small Business Credit Initiative (SSBCI), a federal program the state runs through lenders, into small business lending and investment. Lenders and investors bring the deal, and your plan backs it up.
Newark, Jersey City and Atlantic City
Invest Newark awards funding to Newark businesses, and the JCEDC runs a federal revolving loan fund in Jersey City. In Atlantic City, the Casino Reinvestment Development Authority (CRDA) runs a microloan program for development projects, and the city has offered a small business micro grant.
New Jersey SBDC Network
The New Jersey Small Business Development Centers (NJSBDC) network is headquartered at Rutgers Business School, with regional centers around the state for no-cost counseling and workshops.
Division of Revenue and Enterprise Services
LLCs and corporations form and register through this division of the Department of the Treasury. Do it before you sign a lease or open a bank account.
Consumer Affairs and Town Rules
Home improvement contractors register with the Division of Consumer Affairs before any job. Many towns add a mercantile license, so check with the municipality where you open.
Pick Your Route to a Program-Ready New Jersey Plan
Newark, Jersey City and Atlantic City each run their own money, and NJEDA lenders add another checklist. Whatever kind of help you choose here, it gets aimed at the program in front of you.

Port, PATH, Boardwalk and Campus: The Question in Each New Jersey City
North Jersey freight, Hudson County offices, the Shore and a college town all need a different plan. Here is what each city asks of yours.
| City | What Drives Demand | The Plan Question |
|---|---|---|
| Newark | Port Newark, Newark Liberty, Prudential and PSEG offices | Can drayage revenue back an Invest Newark ask? |
| Jersey City | Exchange Place and Newport office staff, PATH riders, new Journal Square residents | What will the JCEDC fund take as collateral? |
| Atlantic City | Casino resorts, Boardwalk Hall and Convention Center events, Soar & Shore week | What covers the slow weeks between events? |
| New Brunswick | Rutgers students, the J&J headquarters, Robert Wood Johnson hospital staff | Can a café get through the Rutgers summer? |
Port Newark and Newark Liberty move freight right past the Ironbound, where small trucking and customs firms work the Turnpike and Route 21.
“How does a Newark freight startup plan for port and airport work?”
The Plan FixQuote drayage per container out of Port Newark, park the trucks in the Ironbound close to the terminals, and attach the fleet schedule to your Invest Newark application.
The JCEDC runs a revolving loan fund backed by the U.S. Economic Development Administration for small businesses from Journal Square to Exchange Place and Newport.
“What does the JCEDC loan fund want to see from a Journal Square restaurant?”
The Plan FixShow Journal Square foot traffic off the PATH, compare your rent against Newport, and match the JCEDC request to kitchen equipment the fund can hold as collateral.
The Soar & Shore Festival wraps the airshow in a beachfront week, while casino resorts in the Marina District and on the Boardwalk carry the rest of the calendar.
“Should an Atlantic City shop count on Soar & Shore week?”
The Plan FixMap cash week by week around Boardwalk Hall convention dates and casino payroll weeks, and staff Soar & Shore week from a short-term roster. Apply for the city’s micro grant when the city opens a new round. A CRDA microloan fits a buildout or development project, not a shop’s cash gap.
The Johnson & Johnson headquarters, Robert Wood Johnson University Hospital and the HELIX hub keep George Street busy around Rutgers.
“Can a New Brunswick café live on Rutgers students and hospital staff?”
The Plan FixSplit the forecast between Robert Wood Johnson shift changes in the hospital district and Easton Avenue students. Then carry a thin July and August, when Rutgers empties out.

How Dr. Paul Helps
How Dr. Paul Fits New Jersey Plans to the Program
The same business can face very different reviewers in Newark, Jersey City or Atlantic City. A plan that fits one checklist can miss the next.
- The request sized to the program. NJEDA’s state-backed lending and investment programs, Invest Newark awards and the JCEDC loan fund each want a different ask. Your plan sizes it for the one you choose.
- The right wage schedule. New Jersey sets a lower minimum wage for seasonal employers and businesses with very small staffs. The plan uses the schedule that actually applies to you.
- Shore summers next to winter. Motel owners who would rather build the plan themselves get the hotel and motel template, with full summers and quiet winters in one model.
- Contractor registration first. Home improvement contractors must register with the Division of Consumer Affairs before taking jobs, so that step sits ahead of the first contract on your timeline.
- Cash flow, learned for free. The Rutgers-based NJSBDC runs regional centers across the state, and Dr. Paul’s cash flow lesson explains how money moves through your month.
New Jersey owners often write one plan and send it to every program in reach. Invest Newark, the JCEDC fund and an NJEDA lender read for different things, so a generic plan reads as wrong for all of them. Dr. Paul starts with the program’s own checklist and writes backward from it.
