Dr. Paul’s Work on Illinois Cost Lines

Illinois is really two cost maps. A plan built on the wrong one either scares the lender or runs out of cash.

  • Advantage Illinois, through your bank. The Participation Loan and Capital Access programs only reach you through a participating lender. Dr. Paul writes the cash flow and use of funds so your bank can add the state piece without reworking the file.
  • Rent priced where you sign. Chicagoland and downstate rent sit on separate lines, so the plan never leans on a statewide average.
  • Wages matched to the right rule. Payroll starts at the Illinois wage, and the plan flags where the Chicago and Cook County local minimums apply instead.
  • Rockford forgivable loan files. Rockford’s Business Advancement Program wants a cash match, a new full-time hire and a signed storefront lease. The plan documents all three before the application window opens.
  • One big buyer, named as a risk. A Peoria shop that lives on Caterpillar orders gets each buyer’s share charted by quarter, with a clear plan to add the next customer.
Dr. Paul’s Insight

An Illinois lender’s first question about a new lease is simple: what does that address really cost? Chicago owners who borrow a downstate rent figure run short within months. Downstate owners who copy Chicagoland wages make a good business look broken. Dr. Paul answers the question with numbers from the street you are signing on.

What Each Illinois City Costs, and What It Asks

A depot off the Dan Ryan and a machine shop on War Memorial Drive do not share a budget. Each city below raises its own plan question.

ChicagoIndustry

Rail intermodal yards and O’Hare air cargo make Chicago a national freight hub, with vans and trucks working the Dan Ryan, the Kennedy and the Ike.

“What should a Chicago last-mile delivery startup show about routes and depots?”

The Plan FixPrice stops per route from a depot just off the Dan Ryan, and quote short hauls for O’Hare air cargo on a separate line. Keep van payments in line with signed volume from downtown shippers.

NapervilleIndustry

Corporate offices and research teams line the I-88 corridor, with Argonne and Fermilab a short drive away.

“How big is the market for a Naperville IT consulting firm on the I-88 corridor?”

The Plan FixCount the headquarters on the I-88 corridor and the research groups near Argonne and Fermilab, then bring that list to the College of DuPage SBDC. Price Downtown Naperville office space against the buyers you find.

PeoriaIndustry

Caterpillar and Komatsu anchor heavy-equipment work in Peoria, and their parts suppliers run shops from the Riverfront out to War Memorial Drive.

“How does a Peoria machine shop lower its reliance on Caterpillar orders?”

The Plan FixChart Caterpillar and Komatsu purchase orders by quarter, and quote farm and mining equipment repair to add a third buyer. Finance the CNC lathe for the War Memorial Drive shop against signed orders.

RockfordFunding Question

Rockford’s Business Advancement Program offers forgivable gap loans for brick-and-mortar shops that add a full-time job, from the River District to Midtown.

“How does a Rockford shop qualify for a forgivable Business Advancement loan?”

The Plan FixBefore asking for the forgivable loan, document the dollar-for-dollar cash match, the new full-time hire on payroll, and the signed lease on an East State Street or River District storefront.

SpringfieldEvent

The Illinois State Fair packs the fairgrounds every August, while state workers fill the Capitol Complex the rest of the year.

“How should a Springfield diner near the Capitol Complex plan for State Fair weeks?”

The Plan FixThe State Fair pulls lunch traffic away from the Capitol Complex, so trim dining room hours during fair weeks and staff a fairgrounds stand with a short-contract crew. Base the other weeks on Capitol Complex lunches and Memorial Health shift workers.

Budgeting for Small Businesses

Chicagoland and downstate carry very different rent and wage costs, so a budget built block by block beats a blended guess. The book shows how to build a simple budget, split fixed costs from the ones that move, and check it each month, all through Fabled Forest stories.

What does it cost to open your door on your own path? An average of the whole forest will not tell you. Price the ground you stand on.

Illinois Owners’ Plan Questions

Can Advantage Illinois help my bank say yes to a Chicago loan?
It can, if your bank takes part. Advantage Illinois works through participating lenders, and under the Participation Loan Program the state can take a piece of the loan your bank makes. The bank still makes the call. Give it a plan with Chicago rent and wages priced honestly and monthly cash flow that carries the payment, and the program becomes an easy add to a deal the bank already likes.
How should a Pilsen restaurant budget for Cook County’s local wage rules?
Start with the local rule, not the state rate. Pilsen is inside Chicago, so the city’s own minimum wage sets your floor. Cook County’s rule matters if you open in the suburbs instead. Build payroll by role and hour in the restaurant template, set each rate to the current local minimum, and add a yearly increase so later years stay accurate.
Do Springfield lunch spots slow down when the General Assembly breaks for summer?
Yes, near the Capitol Complex they can. When the General Assembly is out, fewer legislators, staff and lobbyists eat downtown. State agency workers stay, so lunch does not disappear. Forecast summer weekdays lower than session weeks, then plan the August bump from the State Fair. Trim hours or staff to match instead of carrying a full crew through quiet weeks.
Should a Rockford or Springfield plan use downstate rent instead of Chicagoland numbers?
Yes. Rent, wages and many costs run lower outside Chicagoland, and a Rockford or Springfield plan priced on Chicago numbers looks weaker than the business really is. Use local listings for rent and the state wage unless a local rule applies. A local lender in Rockford or Springfield knows that market and will spot borrowed numbers fast.
