Indiana Business Plan Writer: What Happens After Race Month?
Indiana sales follow big weekends: the Month of May at the Speedway, Gen Con week downtown, Notre Dame Saturdays in Michiana and Fall Festival week in Evansville. The plain weeks in between decide whether your doors stay open. Dr. Paul’s numbers start with those weeks, then add the big crowds on top.

City Spotlight
The Plan Question Behind Each Indiana City
Gen Con in Indianapolis, Electric Works in Fort Wayne, Fall Festival in Evansville and game weekends in South Bend. Each city puts a different question in front of your lender.
| City | What Drives Demand | The Plan Question |
|---|---|---|
| Indianapolis | Gen Con badge holders, Mass Ave diners, Month of May visitors | Can an Indy Chamber microloan fund Gen Con stock? |
| Fort Wayne | Parkview Health, Electric Works tenants, GM Fort Wayne Assembly suppliers | Which buyers come first? |
| Evansville | Fall Festival crowds on Franklin Street, Toyota Princeton shifts, Ford Center nights | Does festival week carry the truck? |
| South Bend | Notre Dame students, faculty and home-game weekend visitors | Does the Opportunity Fund fit an Eddy Street shop? |
Gen Con packs the Indiana Convention Center each summer, sending badge-wearing gamers out to Mass Ave and Monument Circle.
“How should a Mass Ave game store plan for Gen Con week?”
The Plan FixStock Gen Con week from badge-holder traffic and fund that inventory with a Business Ownership Initiative microloan. Then run weekly league nights to fill the tables in the months between conventions.
Electric Works is turning the old General Electric campus into an innovation district, with Parkview Health among its tenants.
“Who should a Fort Wayne startup at Electric Works sell to?”
The Plan FixName Parkview Health departments and the GM Fort Wayne Assembly suppliers off I-69 as your target buyers. Then have the Indiana SBDC’s Northeast office pressure-test that list.
The West Side Nut Club Fall Festival takes over Franklin Street for a week each October, drawing crowds from across the Tri-State.
“Can an Evansville food truck earn its season at the Fall Festival?”
The Plan FixBook Fall Festival week as its own sales line. Contract weekday shift lunches at Toyota’s plant up in Princeton, and park at the Ford Center on event nights.
The South Bend Opportunity Fund makes small business loans through 1st Source Bank, with coaching, for owners from the East Race to Eddy Street.
“Is the South Bend Opportunity Fund a fit for a new Eddy Street shop?”
The Plan FixShow the Opportunity Fund terms from 1st Source and set Eddy Street sales on the student and faculty calendar. Order stock for Notre Dame Stadium home weekends on a purchase schedule of its own.
Customers and suppliers rarely stop at the border. See Dr. Paul’s pages for nearby Illinois, Ohio, and Kentucky.

Who Reviews an Indiana Business Plan
Lenders, state programs, city funds and the offices that make your business official. Each reads your plan for a different reason.
SBA Indiana District Office
The Indianapolis office covers the whole state and works with SCORE and the Indiana SBDC as resource partners.
IEDC Legend Fund
The Indiana Economic Development Corporation buys a share of loans made by CDFIs and local revolving loan funds. Your lender brings the program in. The money comes from the federal State Small Business Credit Initiative (SSBCI), and IEDC also backs Elevate Ventures and a free SSBCI technical assistance program.
Indy Chamber and South Bend Loan Funds
The Business Ownership Initiative offers advising and microloans in Indianapolis. South Bend’s Opportunity Fund lends through 1st Source Bank with coaching from the North Central Indiana SBDC.
Indiana SBDC
Hosted by IEDC, with regional offices around the state, including a Northeast office for Fort Wayne and the counties around it.
Secretary of State and INBiz
The Business Services Division forms LLCs and corporations, and owners file online through INBiz, the state’s business portal.
County Recorder and Local Rules
Indiana has no general statewide license. A sole owner trading under another name records it with the county recorder, and LLCs register theirs with the Secretary of State. Check city and industry rules where you open.
How Dr. Paul Helps
Where Dr. Paul Fits Into an Indiana Event-Season Plan
Big events make great headlines and lumpy cash. A strong Indiana plan proves the business stands up without them.
- Business Ownership Initiative files. Indianapolis owners get microloan requests prepared for the Indy Chamber’s Business Ownership Initiative, which pairs its loans with advising.
- CDFI loans that fit the Legend Fund. Requests to a CDFI or local revolving loan fund are shaped so the lender can bring in the IEDC Legend Fund, where the state buys part of the loan.
- Event shifts without a bloated payroll. Dr. Paul’s staff scheduling lesson walks through covering event-week shifts without overstaffing the plain weeks.
- An opening date that holds. The entity gets filed through INBiz early, so the opening date on the timeline is real when the lender reads it.
- Opportunity Fund requests for South Bend. Owners opening between the East Race and Eddy Street get a request built for the South Bend Opportunity Fund, which lends through 1st Source Bank and comes with coaching.
Indiana plans often open with the race or the convention, because that is the exciting part. Dr. Paul writes them the other way around. Prove the business covers its costs in an ordinary week, then add the crowd. A lender who sees that order trusts the big-weekend numbers more, not less.
Real work in Indiana: Indiana owners have worked with Dr. Paul before. In 2024, he wrote a bank-ready plan for a dump truck company.

Marketing That Keeps Indiana Customers Coming After the Crowd
Dr. Paul’s Fabled Forest Business School · Book 4
Marketing for Small Businesses
Race month and convention crowds come on their own. Local buyers in the ordinary weeks only come back if they keep hearing from you. Fabled Forest owners learn to reach the right customers, keep them coming back and spend marketing money where it pays, one plain lesson at a time.
The festival brings the crowd. Ask who walks in on the ordinary days, because those are the days that keep your door open.
