Franchising, From a Consultant
Should You Franchise Your Wesley Chapel Business?
Myth: if customers line up, the business is ready to franchise. Lines prove the product. Franchising sells the system behind it.
For most owners the honest answer is not yet, and that is fine. Before you franchise your business, Wesley Chapel or anywhere else, run one test: could a stranger follow your written, measured method in a town you have never visited and hit your numbers? If your results live in your head, there is nothing to sell. Dr. Paul, Wesley Chapel business consultant, works with owners who know the work cold, and he helps you build the business side so the system is ready when you are.

Score Yourself First
The Franchise Readiness Scorecard
One point for every honest yes. Not a hopeful yes. The kind you could prove to a buyer on paper.
- Every core task has a written procedure, not just a habit.YES / NO
- A new hire reaches your quality in weeks, not years.YES / NO
- You track the same handful of numbers every week.YES / NO
- The business has run a full month without you on site.YES / NO
- Your margin can pay a royalty and still leave an owner a living.YES / NO
- Your name and logo are protected, and nobody nearby is using them.YES / NO
- Customers come back for the system, not for you personally.YES / NO
- You could teach the whole business from a manual in a classroom.YES / NO
Notice what is not on the list: how good you are. Your skill built the business. It does not ship in a box. Watch the fifth line. A franchisee pays you a cut of sales, so the model has to feed two owners, not one. Test that math first.

Dr. Paul’s Insight: You Cannot Sell a Method You Never Measured
“Bella,” he said. “I will not tell you your method is wrong. I do not know if it is. Neither do you. You learned it thirty years ago, and you have not measured it since.” He held up the scroll. “So let us measure it. Every step, the way you do it. Then we will know.”
Dr. Paul’s take: Bella is the Wesley Chapel owner who has done the work the same way for years and assumes it is the best way. It may be. But a franchise buyer pays for proof, and a habit is not proof. Measure every step the way you really do it, then see whether someone else gets the same result. That written, measured method is the product a franchise sells, and Dr. Paul’s guide to continuous improvement shows you how to start.
Know Your Options
Three Ways to Put Your Name on More Doors
Franchising is one way to grow. It is rarely the first. Here is what each path sells and what it demands.
A Second Location You Own
You keep all the profit, risk, and control. It is the cheapest way to learn whether your system works when you are not standing in it.
A License
Someone pays to use your name, recipe, or method, with far less control over how they run it. Lighter paperwork. Riskier for your name.
A Franchise
A stranger owns the location, trains to your manual, and pays you fees. You need the manual, the training, the support, and the filings first.
If you scored under seven, the second location is your next step, not the franchise. It turns the scorecard into evidence. The Tampa Bay business consultant pillar covers that question and the nineteen others growing owners ask.
Test It Close to Home
Pressure-Test the System Before a Stranger Buys It
A franchise buyer will poke at your numbers and your manual. Wesley Chapel has a free place to do that first, and Pasco’s rules give your manual a real-world check.
SMARTstart Pasco at The Grove
The Florida SBDC at USF meets owners by appointment at the SMARTstart Pasco @ The Grove Entrepreneur Center, 6013 Wesley Grove Blvd., Suite 202, in Wesley Chapel.
Growth Acceleration Services
A no-cost SBDC program for businesses with at least $500,000 in sales, three years of operation, and five or more full-time staff. It includes an on-site assessment and a Business Health Assessment Report.
City receipts in Pasco
The Pasco County Tax Collector says every city in the county requires its own business tax receipt, and moving a location means a transfer. A unit in a Pasco city may need city and county paperwork.

Thinking about how to franchise your business? Wesley Chapel gives you a cheap rehearsal. If you qualify, an outside assessment could show the gaps a buyer would find. And a franchise manual that says “check city and county receipts for your address” is one a stranger can actually follow. Dr. Paul helps you turn what you learn into the numbers and the written system.
The Paperwork, in Plain Words
Federal Rules First, Then Florida
The legal side belongs to a franchise attorney. You still need to know what is coming, because it sets the bar for your system.
Federal: the FTC Franchise Rule
- Every franchisor gives buyers a franchise disclosure document.
- The buyer gets it at least 14 calendar days before signing or paying anything.
- It covers your fees, history, and the support you promise. No written system, nothing to disclose.
Florida: an exemption filing
- Before offering a franchise here, a franchisor files a notice with the state.
- The form is the Franchise Exemption Application with the Florida Department of Agriculture and Consumer Services.
- It renews every year. Put it on the calendar.

The Wesley Chapel Side
A Market Built by Brands That Already Franchised
Drive SR 56 past the Shops at Wiregrass, Tampa Premium Outlets, and The Grove and count the national names. Many are systems somebody wrote down. That is your competition, and it may be your model.
Sources: 2020 Census count from U.S. Census Bureau QuickFacts, Wesley Chapel CDP; SR 56 growth and Census Bureau county data reported by Bay News 9, October 2025.
Growth like that could pull a local favorite two ways. Customers may ask for a spot closer to them. A franchise brand may open across the street with a manual and a marketing fund. Either way, the owner with a written system has more choices than the owner running on memory.
Pasco County Tax Collector
Wesley Chapel is not an incorporated city, so your business tax receipt comes from the county. Ask about each new location before you open it. Receipts run through September 30.
Pasco EDC
The Pasco Economic Development Council lists business model training, microloans, and an incubator through SMARTstart, plus SizeUp Pasco. Its office is in Lutz.
North Tampa Bay Chamber
Its CEO spoke to Bay News 9 about the young professionals Pasco is attracting. A good room to meet owners who already opened a second location.
