Putting the Virginia Payer’s Timing First

Navy orders and contract awards do not check your payroll date. A Virginia plan puts the payer’s timing first and builds the cash around it.

  • State-backed loan requests, prepared. The Virginia Small Business Financing Authority (VSBFA), part of the Department of Small Business and Supplier Diversity (SBSD), runs Virginia’s share of the State Small Business Credit Initiative (SSBCI), a federal program the state runs through lenders. A participating lender uses your plan to enroll the loan in a VSBFA program.
  • Contractor licensing budgeted early. Contractors need a license from the Department of Professional and Occupational Regulation (DPOR) before the first job, so the license and its timing sit in the startup budget.
  • Base housing turnovers priced. The cleaning company template prices turnover crews working Tidewater base housing, for owners who run their own numbers.
  • A first look at federal work. Contractors new to government jobs can read Dr. Paul’s article on how small contractors win government work, then visit a Virginia SBDC center in the network George Mason University hosts.
  • The right SBA district. Northern Virginia owners work with the SBA Washington Metropolitan Area office. Everyone else works with the Richmond district office.
Dr. Paul’s Insight

Virginia plans often forecast on the owner’s calendar instead of the customer’s. A Northern Virginia contractor does not get paid when the work is done; the contractor gets paid when the prime or the agency processes the invoice. Dr. Paul starts with that date and works backward, so the slow stretch shows up in the plan before it shows up in the bank account.

Real work in Virginia: Virginia owners have worked with Dr. Paul before. In 2024, he wrote an investor-ready plan for a box truck company.

In Virginia, the customer’s calendar sets your cash flow. The help below starts from the date your money actually lands, not the date the work is done.

Four Virginia Cities, Four Kinds of Customer

A Shockoe Bottom restaurant, a Virginia Beach daycare, an Arlington contractor and a Roanoke bike shop all need a plan. They do not need the same plan.

The Richmond Folk Festival takes over the downtown riverfront each October, with crowds spilling into Shockoe Slip and Shockoe Bottom.

“Should a Shockoe Bottom restaurant in Richmond plan around the Folk Festival?”

The Plan FixTreat Folk Festival weekend as a staffing test, not a revenue pillar. Build the forecast on weekday lunches from VCU Health and Capital One workers, and bring those numbers to the Economic Development Authority of the City of Richmond, which runs a loan fund for city businesses.

Virginia BeachIndustry

Naval Air Station Oceana and Joint Expeditionary Base Little Creek-Fort Story bring Navy families through Hilltop and Town Center, and many of those families move on each military transfer season.

“Can a Virginia Beach daycare plan for Navy families who rotate out?”

The Plan FixFill slots with families from Oceana and Little Creek, keep a waitlist deep enough to replace the families who transfer out, and look into the Virginia Beach Development Authority’s small business grant and the capital access program the city runs with the Local Initiatives Support Corporation (LISC).

ArlingtonIndustry

The Pentagon and the prime contractors around National Landing, where Amazon’s HQ2 now sits, send a steady flow of government work to Arlington’s small firms.

“How does an Arlington government contractor survive slow contract awards?”

The Plan FixPlan for a long wait between invoice and cash on every task order, and size a credit line to that gap. Take the free BizLaunch classes from Arlington Economic Development before you sign office space in Clarendon.

RoanokeIndustry

Carilion Clinic and the Virginia Tech Carilion medical school anchor jobs downtown, while GO Fest fills Elmwood Park each October.

“How should a Roanoke bike and gear rental shop price day rentals against memberships?”

The Plan FixPrice Blue Ridge Parkway day rentals for an April to October season, set Grandin Village membership tiers for Carilion staff who ride after their shifts, and test both prices at GO Fest in Elmwood Park.

Your customer keeps the calendar, not you. Write down when your customer gets paid, and your own books will begin to make sense.

Virginia Business Plan Questions, Answered

Does a Hampton Roads contractor need DPOR licensing costs in a Virginia business plan?
Yes. A Virginia contractor needs a DPOR license before taking most jobs, and a lender wants to see that cost and its timing in your startup budget. List the license class you are applying for, the exam or course time, and the weeks before you can bill. Leave those weeks empty in the sales forecast. A plan that skips this step tells the lender the business has not really started.
How does a Norfolk or Virginia Beach shop plan for the months a carrier group is deployed?
Look at the ship schedule before the sales history. A carrier group deployment pulls sailors out of Norfolk and Virginia Beach for months, but most families stay and keep shopping. Forecast the dip in the sailors’ own spending, keep enough cash on hand to carry fixed costs through it, and plan extra staff for homecoming week. Then show a lender you have modeled a full cycle, from departure to return.
Will an Old Town Alexandria landlord want to see a plan before leasing to a first-time owner?
Expect that request. Landlords in busy historic districts like Old Town want proof that a first-time owner can carry the rent through a slow quarter. Expect to show your concept, your experience, a buildout budget and a monthly forecast. A clear plan also helps when you negotiate terms like a personal guarantee or free rent during buildout. Dr. Paul writes plans with that landlord in mind.
How does Dr. Paul prepare a Virginia Beach owner for a VSBFA loan conversation?
Dr. Paul writes the plan for the bank first, because VSBFA’s state-backed programs work through participating lenders. The plan shows how Navy demand or Oceanfront seasons move your sales, how the loan gets repaid in slow months, and what guaranty support the lender is asking for. Then he walks you through the questions about deployments and summer swings, so the meeting stays on the deal.
