Who Reads Utah Plans Before the Money Moves

Banks, Go Utah programs and a city loan committee all read differently. Write for the reader in front of you.

SBA Lending

SBA Utah District Office

The Salt Lake City office serves the state, with a satellite office in the St. George Federal Building for Southern Utah owners.

State Programs

Go Utah Credit Programs

Go Utah runs a Capital Access Program, a Loan Guarantee Program and a Loan Participation Program with federal State Small Business Credit Initiative (SSBCI) money. Your plan gives the bank its reason to use one.

City Programs

Salt Lake City EDLF

The Economic Development Loan Fund lends only to businesses inside Salt Lake City limits. Confirm the address qualifies before you sign anything.

Free Help

Utah SBDC Network

Utah State University hosts the network. The Utah Valley University center in Orem adds an Entrepreneur Academy and Spanish-language services.

Registration

Division of Corporations

The Division of Corporations and Commercial Code registers entities and DBAs. OneStop Business Registration bundles several state filings into one visit.

Local License

Your City’s Business License

Salt Lake City, Provo and St. George each license businesses inside their limits. Apply where the doors open, not where you live.

How Dr. Paul Stress-Tests a Utah Plan

Tech jobs in Lehi and Provo hold up in a dry winter. Ski towns along the Wasatch Back feel every missing storm. The plan has to work for both.

  • The right Go Utah program. Capital access, guarantee or participation: each Go Utah program asks something different of the bank. Your request is written for the one your bank will use.
  • Salt Lake City loan fund requests. Owners inside city limits applying to the Economic Development Loan Fund get a plan built around the address, the build-out and the weekday customer.
  • A hotel template run twice. Lodging owners who want to build it themselves can run the hotel template through a thin-snow winter and a normal one, then compare the two.
  • Registration on the startup checklist. OneStop Business Registration with the Division of Corporations and Commercial Code handles several state filings at once. The plan’s timeline accounts for it.
  • No-cost advising across Utah. Utah State University hosts the Utah SBDC Network, including Utah Valley University’s Orem center, and Dr. Paul’s financial projections walkthrough covers the numbers a lender tests.
Dr. Paul’s Insight

Utah plans tend to forecast an average winter, and few Utah winters turn out average. Dr. Paul writes the lean snow year first. If the business still covers its payment when the snow arrives late, the good years become cushion, not survival.

The Plan Question in Salt Lake City, Provo and St. George

A Sugar House shop, a Provo food truck and a St. George ride service live on very different customers. The numbers should show it.

ProvoBYU and UVU, Freedom Festival crowds, Silicon Slopes tech workersHow big is Freedom Festival week?

Salt Lake CityFunding Question

Salt Lake City’s Economic Development Loan Fund lends to businesses inside city limits, from Sugar House to the Granary District.

“Is the EDLF a better fit than a bank for a Sugar House shop?”

The Plan FixShow the EDLF committee a Salt Lake City address and steady weekday traffic from 9th and 9th neighbors. Then prove break-even holds in the weeks with no Delta Center event.

ProvoEvent

America’s Freedom Festival at Provo runs for weeks before the Fourth, ending with the Grand Parade down University Avenue and Stadium of Fire at LaVell Edwards Stadium.

“How big should Freedom Festival week be in a Provo food truck’s forecast?”

The Plan FixApply in spring for Freedom Festival vendor spots along the University Avenue parade route and near LaVell Edwards Stadium. Then fill the school year with lunch stops near BYU and in Riverwoods.

St. GeorgeIndustry

Intermountain Health and Utah Tech University anchor St. George payrolls, and a growing retiree base around Desert Color and Bloomington keeps clinics busy.

“Is there room for another medical ride service in St. George?”

The Plan FixCount the retirees living near Desert Color and Bloomington, and list the discharge rides Intermountain Health patients need. Then check rival services across Southern Utah before you size the fleet.

Many owners here also serve nearby markets. Dr. Paul covers neighboring Colorado, Nevada, Arizona, and Wyoming as well.

Know Your Rivals, Then Build the Frame

Fewer visitors in a thin snow year means sharper competition. Start with who else is chasing them.

How to Write a Competitor AnalysisWho else is chasing the same Utah customers, and how to show a lender where you win.

Marketing for Small Businesses

In a thin snow winter, Utah resorts and shops compete for fewer visitors, so getting found by the right guests matters most. The book walks through choosing a target customer, shaping the message and picking the channels that reach that customer, so the guests who do come know where to find you.

When the snow stays thin, who still walks through your door? Learn their names now. A business that knows its quiet customers survives the lean winter.

Utah Owners Ask About Snow, Loans and Leases

Which Go Utah loan program fits an owner whose bank wants a guarantee?
The Loan Guarantee Program is the direct match. Go Utah’s SSBCI funds also support a Capital Access Program and a Loan Participation Program, but when a bank wants part of its loss covered, the guarantee is the tool. The bank files that request, not you. Give the banker a plan that shows a lean snow year still covers the payment, and that request gets much easier to make.
How much cash should a Wasatch Back ski shop in Park City hold for a late-snow winter?
Enough to carry the shop from the planned opening day to the week the snow actually arrives. Add up rent, core staff, the loan payment and the inventory already on the racks, month by month through a late start. Hold that amount before the season begins on Main Street, and rebuild it in summer from bike or hiking rentals if you run them. Rebuilding it each summer keeps one bad winter from turning into two.
Will the Salt Lake City loan fund committee want a signed lease at a city address first?
The committee needs proof the business will operate inside Salt Lake City limits, because the fund lends only there. Ask the city’s Department of Economic Development whether a letter of intent will do or a signed lease is required. Either way, put the address, the rent and the build-out costs in the plan, so the committee can check the numbers against the actual space.
